Areal Flood Warning


... The Flood Warning remains in effect until 245 PM PST Friday for
urban areas and small streams in Asotin... Garfield... Nez Perce...
Latah... Benewah... Whitman and Lewis counties...

As of 1120 am Wednesday... the most significant problems with urban
and small stream flooding was over portions of Whitman and Latah
counties. Rain will persist over much of Benewah and Latah counties
today... tonight... and tomorrow. An additional 1 to 2 inches is
likely by tomorrow morning. Rain amounts will be less over Whitman
County... with the most significant amounts expected late tonight
into tomorrow.

For Whitman County... the County emergency manager reported that
urban flooding has been the most significant problem. Water over
roads is common... especially where snow has blocked sewer drains.
Some basement flooding has been reported around Tekoa... and several
mudslides have occurred on rural roads in Whitman County.

For Latah County... the County emergency manager reported that water
was over Highway 95 south of Moscow. Highway 6 near milepost 6 also
has water over the Road.

No flooding problems were reported in Asotin... Garfield... Lewis...
and Nez Perce counties. Small streams will continue to be
monitored... especially the Asotin creek in Asotin County and lawyers
creek in southern Nez Perce County.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground. Drive with caution... and be prepared
for debris on the Road from mud slides and high water.

To report flooding... have the nearest law enforcement agency relay
your report to the National Weather Service forecast office.

... The urban and small stream Flood Warning remains in effect until
300 PM PST Friday for Spokane and Kootenai counties...

Warm and windy conditions overnight caused an increase in snow melt
over the Spokane and Coeur D'Alene areas. Mild and breezy conditions
will continue today and through tonight contributing to melting snow
in the metropolitan area. Standing water will be a concern in urban
areas where storm drains are blocked by snow... allowing water to
pool in low lying areas... streets and ditches.

Rainfall will generally be light today... but late tonight into
tomorrow morning... additional rainfall amounts of 0.50 to 0.75
inches will be possible. The combination of rain and snowmelt will
likely lead to an increase in urban flooding tonight... as well as an
increase in the flow on local creeks and small streams. Small creeks
covered with ice will have a heightened risk of rising quickly due
to ice jamming.

A Flood Warning means that flooding is imminent or has been reported.
Stream rises will be slow and flash flooding is not expected.
However... all interested parties should take necessary precautions
immediately.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

Areal Flood Advisory


... The urban and small stream flood advisory for rain and melting
snow remains in effect until 300 PM PST Friday for Stevens... Pend
Oreille... boundary... Shoshone and Bonner counties...

As of 1030 am on Wednesday... local law enforcement officials in
Bonner... boundary... Shoshone..and Pend Oreille counties reported no
major flooding problems. However... melting snow has caused ponding
on roadways in the communities of Bonners Ferry... Sandpoint...
Kellogg... Wallace... and Osburn. Water on Road is most significant in
places where storm drains are clogged with snow. Law enforcement
officials report that there is standing water on portions of
Interstate 90 near Silverton.

For this afternoon and this evening... the most significant
precipitation will fall over the mountains of the Idaho Panhandle.
Shoshone County will receive the heaviest rain today and tonight. By
Thursday afternoon... an additional 1 to 3 inches of rain is likely
in the Kellogg... Mullan... and St Maries areas.

For Bonner... boundary... Pend Oreille... and Stevens counties... the
heaviest rain will occur late tonight into tomorrow morning. Minor
street flooding will be likely in the communities of Bonners
Ferry... Sandpoint... Colville... Kettle Falls... and Newport. Motorists
should be especially cautious late tonight into tomorrow morning.
Never drive into water of unknown depth. Turn around don't drown.

Excessive runoff from heavy rainfall will cause elevated levels on
small creeks and streams... and ponding of water on country roads and
farmland along the banks of creeks and streams.
